p1800 par questions

    I read the PAR proposal for P1800, and some things are not clear to me.

    Item 7 is Working Group Information.

    It says Approximate Number of Expected Working Group Members is 10.
    It's not clear to me what that estimation is based on.

    Item 8 lists Johny Srouji as Working Group Chair.
    Since we were told yesterday that there is no working group yet,
    I don't understand how it has a chair, nor how such a chair was chosen.

    The relationship between P1800 and the 1364 document is not clear.
    That is, is P1800 intended to reference the 1364 LRM (as SV 3.1a does) or
    incorporate the 1364 LRM into it?
    Either way, what version of 1364 is to be used? 1364-2001 Version C?
    P1364-2005/D3? D4?
    What about future changes in the 1364 LRM?
    This becomes especially significant with respect to changes and corrections in
    the BNF.

    Item 19 Additional Explanatory Notes says,
    "The list of initial IEEE-SA Corporate Members that have been identified to
    participate in this project include:
    Accellera Organization, Intel, Mentor Graphics, and Synopsys."

    It is not clear how these members were "identified".
    In particular, there are two more IEEE-SA Corporate Members which are also
    EDA tool vendors and thus would be likely to be interested in
    participating: Cadence and Verisity.
    It is not clear why they do not appear in the list.

    Finally, I would like to note that the IEEE-SA Operations Manual says (section
    5.3):
    "The Corporate Advisory Group may also
    serve as an IEEE Standards Sponsor (as defined in clause 5.2.2 of the IEEE-SA
    Standards Board Bylaws). If the
    Corporate Advisory Group chooses to serve in this capacity, any of its
    activities as an IEEE Standards Sponsor
    shall be under the jurisdiction of the IEEE-SA Standards Board and subject to
    its rules of standards development."

    Those rules includes such requirements as openness, fairness, due notice, etc.

    For example, the IEEE-SA Standards Board Bylaws say (section 5.2.1.1):

    5.2.1.1 Openness

    Openness is defined as the quality of being not restricted to a particular type
    or category of participants. All
    meetings involving standards and all IEEE Standards Sponsor ballots shall be
    open to all interested parties.
